As to call the river, we have to look at his hand range.
He didn't raise preflop so AK is very unlikely. There are lots of 2 pair possibilities: QT, JT, T7. A set is unlikely except maybe for 77 because he didn't raise preflop and I think he might raise 77 some of the time. Str8s are possible with K9 and 89. Maybe he's getting aggro with a pair of Qs but not often.
On the turn he raised a better and a caller so a bluff is unlikely but you still want to call the turn because you have 4 outs against the straight hands and you could still be best.
That river is tough because you're getting 10:1 but you're not closing the action. If it was heads up I'd say to call but i'd probably fold with BTN still to act.
